CM – Agency differs from CM – At Risk in several ways. Most significant is that the owner directly holds contracts with the various trade subcontractors. The CM works as the owner’s agent to manage the construction process as well as works with the architect (if desired by the owner) to develop and estimate the design. The CM can also help the owner to receive and evaluate proposals from various trade subcontractors.



Owner Advantages

  • Construction firm selected on basis of interview and value/quality versus low bid
  • Early CM involvement in estimating & constructability
  • Single-point accountability is with the owner (i.e., Owner selects CM, architect and subcontractors)
  • Enables fast-track delivery (construction begins before design is complete, saving time)
  • CM responsible for on-time, on-budget delivery
  • Good for owners who are experienced in construction


Owner Disadvantages

  • CM has no contractual responsibility with subcontractors
  • Final price is not finalized until all bids received from subcontractors
