In the fall of 1996, Granger began construction of the Capital Area Transportation Authority (CATA) Ground Transportation Center. This facility was meant to serve as a hub for CATA, as well as Greyhound, Indian Trails & various other charter bus services.

The new Ground Transportation Center is a single-story building, included an information/ticket booth, waiting areas and covered staging areas for 24 buses. The project also involved developing site work around the facility, including brick retaining walls, landscaping and historic city street lighting.

Granger suggested close to $1 million in value engineering ideas to the owner after initial bids came in over budget, and the owner prioritized these suggestions, selecting $500,000 in cost saving options.
